FY24 Community Project Funding Requests Portal
Thank you for your interest in the Fiscal Year 2024 Community Project Funding program. We have seen great benefits across the country and here in the 9th Congressional District since the introduction of the CPF program in 2022, and it has been a pleasure learning about the work of the numerous organizations who have applied over the past two funding cycles. I am excited to once again engage in this process to benefit the people of Southeastern Massachusetts.
The CPF Program is a competitive process – each Member of Congress is given the opportunity to submit a total of fifteen projects to the Committee for consideration. Final project selections and funding amounts are at the discretion of the Committee chair, and submission of a project to Committee does not guarantee funding. For these reasons, it is imperative that you submit the most complete and robust application possible for review by my office and by committee staff.
Please note that funding cannot be directed to for-profit entities, memorials, museums, or commemoratives (i.e., projects named for an individual or entity), and there will be no waivers for State or local match requirements. While matching funds do not have to be in-hand prior to the request, requesting entities must have a plan to meet such requirements for the project to be viable. Additionally, each submission must be for FY24 only and cannot include multiyear funding requests. Please note that there have been some changes in eligible accounts for the CPF program – while we are disappointed that Republican leadership has removed Labor, Health and Human Services and Education accounts this year, we encourage you to submit these requests to the Senate offices and provide information to our office so we can prepare a letter of support.
The Committee will only consider projects with demonstrated community support in the form of: letters from local elected officials; press articles highlighting need; support from newspaper editorial boards; mentions on State intended use plans, community development plans, or other publicly available planning documents; resolutions passed by city councils or boards; etc.
My staff may follow up for additional information to support the CPF request such as budget justification, additional documentation of community support and need, or proof of ability to meet match requirements (where applicable) once an initial request is submitted. The Committee has also added a new "federal nexus" requirement for a written statement tying the project to a federal authorization law which we may contact you about if selected. All applications and supporting documentation are due by 5pm on Friday, March 17th. In the interest of fairness to all applicants, this is a firm deadline.

Application Details
To submit a FY24 CPF Request, you will be required to both electronically submit an application and provide required documentation via email.

You will be required to prepare and submit a 1-2 page cover letter that outlines proposed project in detail, explains how the project meets the criteria of the Appropriations bill and Federal program that you have selected, indicates the number of people served, and demonstrates how the project benefits communities in the 9th Congressional District of Massachusetts.
Non-profit entities are asked to provide proof of non-profit status and at least one document showing public financial information (this could be a public-facing annual report, Federal Form 990, or Massachusetts Form PC.)
All applicants must provide proof of community support – examples are included on the form itself.
All documentation must be received by the 5pm deadline on March 17, 2023.
