FY 23 Community Project Funding Requests

To meet the needs of communities across the United States, the Appropriations Committee will again be accepting Community Project Funding requests from Members of Congress for the fiscal year 2023 (FY23) appropriations package. This is in addition to the standard programmatic and language-based requests. Each Member of Congress is limited to no more than 15 CPF requests across all subcommittees for FY23 and there is no guarantee that all requested projects will be funded. The FY23 CPF process has a limited scope with eligible accounts restricted to those listed below. The Committee will limit Community Project Funding to no more than 1 percent of discretionary spending.

The deadline for submitting project requests to Congressman Keating for the FY23 process was April 19, 2022. More information on the process can be found on the House Appropriations Committee's page here.

Project: Childcare Center Expansion: YMCA Old Colony

Explanation: The funding will be used for a building project that will allow the Old Colony YMCA to expand their early education and childcare offerings. The total project cost is $4,000,000 with $2,000,000 already secured through foundation and corporate support, individual contributions, in-kind support, as well as operating budget allocations. Plymouth area families currently face a lack of childcare with waiting lists, unprecedented high costs and limitations for children from low-income families. The program, in which 46% of families receive financial assistance, is currently at capacity. This funding is a good use of taxpayer dollars because it will help alleviate the childcare crisis facing children and low-income families in the region of Plymouth, Massachusetts and allow the expansion of programmatic offerings that are currently at capacity. The Old Colony YMCA enjoys strong partnerships with public agencies including the Plymouth Public Schools, Town of Plymouth, Quincy College, Plymouth County District Attorney's Office and the Plymouth Police Department.

Explanation: This project will expand and improve the current YMCA building in New Bedford that is fifty years old. The capital plans for the building include the addition of a second pool which will have a zero depth entry and be a warm water pool. The project will also relocate the subterranean workout area creating a state of the art fitness center on the second floor overlooking Union Street in New Bedford, as well as renovation and expansion of the education wing to include an infant and toddler program. This funding is a good use of taxpayer dollars because the New Bedford YMCA has the largest membership base in the region and serves hundreds of youth and families every day supporting healthier and happier lives. The City of New Bedford has a rate of poverty twice that of the rest of the Commonwealth of Massachusetts and it is important for government to support the YMCA's role in keeping the city's children off the streets and focused on health and education.

Explanation: Woods Hole Oceanographic Institution (WHOI) is the world's leading, independent non-profit organization dedicated to ocean research, exploration, and education. WHOI is constructing a mission-critical Secure Underwater Research Facility (SURF) on its main Quissett campus that will expand researchers to perform top secret and open-secure research and technology development. This funding is a good use of taxpayer dollars because the facility will support the Institution's work with the Office of Naval Research, Navy, DARPA, DHS, NSF, NOAA, Department of Energy, additional federal and state agencies in addition to collaborations with industry.

Explanation: The Cape Abilities' Farm Vocational and Food Security Project will accomplish three goals – it will provide vocational training for 40 people with disabilities that will enable them to secure jobs in the future in the community. It will also provide fresh produce to people who need food security, including children, youth, senior citizens, veterans, Native Americans, diverse groups of immigrants from places like Brazil, Haiti, Cape Verde and Jamaica and people with disabilities. It will also create year-round, full-time jobs for four job coaches. This funding is a good use of taxpayer dollars because food insecurity on Cape Cod, per the Cape Cod Cooperative Extension, has increased by 53% due to the pandemic. Cape Abilities has a strong track record of working with public agencies like the Barnstable County Commission, Cape Cod Co-Operative Extension, and non-profits like Elder Services of Cape Cod and the Islands and these taxpayer dollars will support this shared mission.

Explanation: This funding supports a cost-effective construction of a 2,700 square foot building for Independence House Inc. a resource, counseling, and advocacy center for victims /survivors of domestic and sexual violence in Hyannis MA. The building is replacing a current building which lacks energy efficiency, is not up to building and fire codes for the 21st century; is not 100% ADA compliant; and lacks adequate space and privacy needs for counseling victims/survivors. This building will serve the needs of all domestic and sexual violence victims/survivors in Barnstable County. This funding is a good use of taxpayer dollars because it will support existing partnerships with the Cape & Islands District Attorney's office and law enforcement agencies through new and expanded services including an ADA compliant accessible food pantry; therapeutic art space to aid healing and enhance well-being; specialized therapeutic spaces to support the mental health and safety needs for adults and children exposed to domestic violence; and specialized tailored therapeutic services to support most underserved survivors/victims including BIPOC victim/survivors and victim/survivors with disabilities.

Explanation: The project will replace an existing asbestos-contaminated Recreation Center with a new Community Center. The new facility will combine recreation and senior center programs. The total cost estimate is $21.6 million. The Town has agreed to pay $19 million toward the project. This funding is a good use of taxpayer dollars because it closes a funding gap created by increased building costs not anticipated by the Town of Pembroke. The new community center will provide a home for a wide variety of publicly-funded programs offered to residents of the town.

Explanation: This project will expand the Dental Hygiene program at Cape Cod Community College within the existing Lab and Classroom spaces. Dental procedures and technologies have been modernized and some x-ray and Dental Materials Lab spaces can be reconfigured to accommodate the newer equipment. A portion of adjacent classroom space will be converted for a new simulation workspace for students to learn their preclinical skills along with more patient treatment and learning experiences. The current budget includes contracting for a Lab Space Configuration consultant, six new dental chairs installed, simulation lab work area, reconfigured storage areas and locker room, and first year staffing cost to build the expanded program. Subsequent years would be self-sustaining. Cape Cod Community College has already applied for equipment to outfit the Dental Assisting Program through the Commonwealth of Massachusetts of approximately $500,000. The remaining request to complete this requested program expansion is $1,780,000. This funding is a good use of taxpayer dollars because it supports the only public institution of higher learning on Cape Cod. Additionally, it will make an impact on the wider region by creating additional Dental Hygienists and skilled Dental Assisting support professionals creating career pathways with a sustainable income for our region while also increasing access to dental health for the community.

Explanation: This project at BID-Plymouth Hospital will expand the current Emergency Department with a 25 bed Observation Unit to better accommodate the increasing demand for services in the Emergency Department. This funding is a good use of taxpayer dollars because it will help provide greater access to healthcare services to residents of Plymouth and the surrounding communities. These South Shore/Upper Cape Cod communities are growing, and the BID-Plymouth Hospital Emergency Department is often at or beyond capacity. Funding for this project will provide a direct benefit to residents by ensuring sufficient ED capacity and providing access to care that could help reduce the amount of time a patient needs to be at the hospital and reduce the cost burden for patients.

Explanation: The Town of Plymouth's New Tertiary Filter Project ("the Project") will install an additional, tertiary cloth filtration system to the groundwater disposal beds at the Town's municipal Wastewater Treatment Plant ("WWTP"). Plymouth's WWTP has successfully treated wastewater from the sewered portions of the Town, as well as regional septage from disposal transporters, for more than twenty years. The effluent treated at the WWTP discharges to two locations: Plymouth Harbor and the groundwater recharge beds at the facility. This funding is a good use of taxpayer dollars because the new system will reduce the discharge of pollutants and pathogens; ensure greater protection of sensitive environmental resources; augment the reliability and resiliency of the facility; and assist the Town with meeting increasingly stringent permitting limits.

Explanation: This project will restore and preserve the Mashpee Parsonage located at 431 Main Street, Mashpee, Massachusetts. Built around 1849 (although possibly as early as 1820), the Parsonage is a key architectural cornerstone in the Town of Mashpee's historic district. The building is a rare surviving example of early Greek Revival architecture. This funding is a good use of taxpayer dollars because the Massachusetts Historical Commission has included the Parsonage in its Inventory of Historic Assets of the Commonwealth, and it has nominated the Parsonage to the National Register of Historic Places. Further, this project is in line with existing requirements for ICBG funding.

This funding is a good use of taxpayer dollars because it will allow vulnerable populations to continue to engage in the arts on the Outer Cape through supporting virtual capacity, allowing the organization to continue to engage a diverse audience within and beyond their physical spaces.

Explanation: This project will improve the existing Wastewater Treatment Facility (WWTF) at Martha's Vineyard Airport. The WWTF was originally constructed in the 1940s and renovated in the early 1990s, and is badly in need of upgrade and repairs. The airport employs over 1,400 people with over $140.5 Million in goods and services generated annually by the airport and its associated activities and businesses. The airport business park is home to over 100 commercial and industrial businesses that are not compatible with the residential nature of the other areas of the Island and is one of the last remaining areas on the Island where commercial expansion is allowed. This funding is a good use of taxpayer dollars because without these improvements, the WWTF is likely to exceed groundwater discharge permit limits from time to time, or experience overall failure leaving the Airport and its businesses without the ability to treat wastewater.

Explanation: This project, lead by the City of New Bedford and in partnership with the New Bedford Health Department, NorthStar Learning Centers, Child and Family Services, the New Bedford Police Department, New Bedford Emergency Medical Services, and United Way will leverage existing and build new partnerships to develop more equitable approaches to public safety and implement reforms and alternative investments. This funding is a good use of taxpayer dollars because the goals of this project are a demonstrated increase in equitable public safety and public health outcomes and a demonstrated decrease in mental health, behavioral health, or other public health needs. Through this project, partner organizations will engage with the community to better understand the impact of existing programs and inform expansion, revision, and/or development of new programs.

Explanation: This project will allow Bridgewater State University (BSU) to improve and expand their Aviation Training Center at New Bedford Regional Airport. The existing program at BSU is the largest collegiate aviation facility in New England. This funding is a good use of taxpayer dollars because it will allow the publicly-funded University to fulfill four main objectives: educate more students to become professional airline pilots, increase the number of pilots to help to fill a national workforce shortage, stimulate local economic development, and play a major role in diversifying the aviation industry.
