Community Project Funding
We have seen great benefits across the country and here in the 9th Congressional District since the introduction of the CPF program in 2022, and it has been a pleasure learning about the work of the numerous organizations who have applied over the prior funding cycles. I am excited to once again engage in this process to benefit the people of Southeastern Massachusetts.
The CPF Program is a competitive process – each Member of Congress is given the opportunity to submit a finite number of requests, also known as earmarks, to the Committee for consideration. Final project selections and funding amounts are at the discretion of the Committee chair, and submission of a project to Committee does not guarantee funding. For these reasons, it is imperative that you submit the most complete and robust application possible for review by my office and by committee staff.

Project: Ocean Research Facility Modernization

Project Description: The $4,000,000 in funding would be used by the the Woods Hole Oceanographic Institute to rebuild and modernize the East face of the pier and associated research, testing, and berthing facilities to further enhance capacity. This project is a valuable use of taxpayer funds because it is in support of support of NOAA’s ocean and coastal operational, technology development, and data collection requirements.

The facility will operate in synergy with the Northeast Microelectronics Coalition Hub, the Massachusetts Shield initiative led by the Massachusetts Technology Collaborative, and the National Security Agency-designated Cybersecurity Center of Excellence on campus.. This project is an appropriate use of taxpayer funds because it will support research vital to national security interests.

Project Description: This project will fund outfitting the Barnstable Fire District’s new, state-of-the-art fire station with the furniture, fixtures, and equipment that will ensure the new station can provide high-quality emergency services to residents and visitors for decades to come. The new station is being designed with a 50-year outlook, allowing the department to responsibly grow into the facility as staffing levels and service demands increase. As the primary emergency response hub for the district, the facility will enhance regional response capability and strengthen the department’s ability to protect life and property. Investment in this project will provide the Barnstable Fire District with a resilient, energy-efficient, and future-ready public safety facility that is properly equipped to prioritize firefighter health, operational efficiency, and reliable emergency response for the next generation. This project is a valuable use of taxpayer funds because it will support ensure that first responders have the equipment necessary to protect the community and provide emergency response.

Project Description: This project will provide funding to the smallest and most remote town in Massachusetts, Gosnold, modernize its fire and emergency response infrastructure through the purchase of a fire engine, acquisition of a maritime emergency response vessel, and construction of a new Fire/Rescue and Department of Public Works facility on the island of Cuttyhunk. This project is a valuable use of taxpayer funds because it will ensure that first responders have the vehicles necessary to fight fires on the island as well as to support medical evacuations and emergency maritime response and protect municipal assets.

Project: Community Health Center of Cape Cod Grid Resilience Project

Project Description: The funding would be used by the Community Health Center of Cape Cod, Inc. to install a solar canopy which would reduce its operational costs and energy usage, allowing increased resources for direct patient care and improved community health. Installation of this solar canopy will result in just over a 67% offset to electricity usage. This project estimates a 100% “pay-back” following year 8 of operation through reduced electricity usage. This project is a valuable use of taxpayer funds because it will reduce utility spending which will in turn increase direct patient spending that will deliver measurable returns in public health, economic stability, and overall system efficiency for a federally designated community health center.

Project: Plymouth County Healthcare Workforce Development Project

Project Description: The funds would enable Plymouth County to purchase virtual reality based medical training equipment that will support education for students, providers, and first responders. The tables are life-sized computer tablets that contain MRI images of six donated human cadavers and replace gross anatomy labs in healthcare education. The VR headsets allow students to practice pre-hospital and emergency medicine skills, and we will work with fire department partners for first responder clinical training in support of state initiatives around ER diversion. It will also support K-12 STEM education, and these K-12 students can explore health careers using these technologies. This project will enable the County to collaborate with local hospitals and institutions of higher learning to help create better public health outcomes. This project is a valuable use of taxpayer funds because it supports both public health and workforce development and ensures that the local workforce skillset is adequate to meet the needs of hospitals, providers, and EMS services in the region.

Project: Greater New Bedford Community Health Center Expansion Project

Project Description: The funding would be used by the Greater New Bedford Community Health Center, Inc. to renovate approximately 14,000 square feet of a recently acquired, underutilized building adjacent to the health center to create a modern primary care facility that expands access to essential healthcare for residents of New Bedford and surrounding communities. The expanded facility will include approximately 30 exam rooms, clinical support areas, an on-site laboratory, and patient-centered reception designed to improve efficiency and access to care. Once completed, the project will allow NBCH to serve more than 3,000 additional patients each year. This project is a valuable use of taxpayer funds because it will deliver measurable returns in public health, economic stability, and overall system efficiency for a federally designated community health center.

Project Description: The funding would be used by the Town of Scituate to expand wastewater service to the business district of North Scituate which will allow for the creation of approximately 428 new transit-oriented housing units, including affordable units. This project appears in the Commonwealth of Massachusetts 2026 Intended Use Plan for the Clean Water STAG This project is a valuable use of taxpayer funds because it will create affordable housing units, revitalize the downtown of North Scituate, and help to mitigate the housing crisis that exists in the Commonwealth through creating opportunities for private development of new housing stock.

Project: Town of Nantucket for Surfside Wastewater Treatment Facility Improvements

Project Description: The funding would be used by the Town of Nantucket to repair and prevent further damage to the sewer beds at the Surfside Wastewater Treatment Facility which originally were 400 feet from the ocean and are now only 150 feet away due to erosion. Seawater inundation of the existing sewer beds renders them unusable. This project appears in the Commonwealth of Massachusetts 2026 Intended Use Plan for Clean Water. This project is a valuable use of taxpayer funds because it protects the municipal wastewater treatment plant for 60% of Nantucket residents and supports public health, environmental quality, and essential services for the residents who reside there.

Project Description: The funding would be used by theWoods Hole, Martha’s Vineyard, and Nantucket Steamship Authority to upgrade and secure the Steamship Authority’s existing parking lot revenue collection and access control systems to support seamless integration with the Authority’s new cloud-based passenger and vehicle reservation platform. The project replaces outdated, unreliable equipment with modern, secure, and cloud-ready technologies that enhance operational efficiency, improve revenue accuracy, and provide a smoother, more reliable experience for the traveling public. This project is a valuable use of taxpayer funds because it is essential to maintain the dependable, high-quality service for the millions of passengers and vehicles traveling between Cape Cod, Martha’s Vineyard, and Nantucket each year who depend on the authority’s essential ferry service, and for enabling the Authority to fully realize the benefits of its new reservation system.

Project: AI-Based Port Radar System

Project Description: This funding will be used to allow the New Bedford Port Authority to purchase equipment that will significantly enhance a waterways traffic monitoring and management system in the Port of New Bedford by providing continuous, automated detection and analysis of vessel movements in real time. Using machine learning algorithms, the system could distinguish between vessel types—such as commercial fishing vessels, cargo ships, tugboats, and recreational craft—and track their speed, heading, and behavior patterns even in low visibility, fog, or nighttime conditions common in Buzzards Bay. By integrating radar data with AIS and port management software, the AI system could identify potential collision risks, congestion points, or unauthorized vessel activity and alert harbor authorities immediately. This capability would improve navigational safety, support more efficient vessel scheduling and docking operations, and provide port operators with predictive analytics to anticipate traffic surges during peak fishing seasons. This is an appropriate use of taxpayer funds because it supports the most valuable fishing port in the nation by strengthening maritime safety, improving operational efficiency, and enhancing situational awareness for harbor masters, port security, and emergency response personnel.

Expansion of the CTE program will go towards ensuring students have access to high-quality, industry-aligned training. Funding for this project will create larger, purpose-built workshop and lab spaces that meet state standards—replacing outdated and undersized facilities that currently limit program capacity and effectiveness. By investing in upgraded CTE facilities for the Building Trades Program, the renovation will better prepare students for high-demand careers and postsecondary pathways. The project is a valuable use of taxpayer funds because it supports hands-on, project-based learning and workforce readiness, positioning students to transition directly into skilled employment or continue their education with industry-recognized credentials.

Project Description: The funds for this project will be used toward the costs of construction for 60 new housing units in the Town of Harwich through the Town’s affordable housing trust. The Queen Anne Road Affordable Housing development will provide substantial benefits to the citizens of Harwich by addressing one of the community’s most pressing needs: the lack of affordable and workforce housing. With all 60 proposed units income- and rent-restricted for households earning below 100% of Area Median Income (AMI), the project will offer stable housing opportunities for a wide range of residents, from deeply low-income households (earning below 30% of AMI) to those in the “missing middle” who earn up to 100% of AMI but still struggle with market rents. This project is an appropriate use of taxpayer funds because it prioritizes the needs of lower-income residents and helps meet the urgent demand for deeply affordable and workforce housing, a priority highlighted in both local and regional housing plans.

Project: Cape Cod Coastal Community Composting Facility

Project Description: The funds for this project will be used to acquire property on Joint Base Cape Cod and build the infrastructure to process organic waste locally. This project is a result of a 2020 feasibility study with a cost-benefit analysis to evaluate long-term organic waste management options. The study recommended the development of a regional composting facility to address the environmental impacts and financial costs associated with landfilling and transporting organic waste. This project is an appropriate use of taxpayer funds because it will reduce the volume of organic waste transported off Cape Cod, which will decrease truck traffic and improve regional air quality—environmental and public health benefits that disproportionately impact LMI populations. In addition, the project is expected to stabilize or reduce long-term municipal solid waste management costs, helping to mitigate financial burdens on residents, including those with limited incomes.

Project Description: The Town of Bridgewater seeks funding to expand potable water capacity by constructing water lines that will join an existing interconnection point in the Town of Raynham that will allow the Town of Bridgewater to increase water capacity by one million gallons per day through a connection to the Aquaria Regional Desalination Plant. Existing restrictions on water capacity have limited the development of housing in the Town of Bridgewater and have contributed to recent water quality issues. This is an appropriate use of taxpayer funds because it will support public health through increased access to drinking water and will allow the development of increased housing stock, including affordable housing, within the Town of Bridgewater.

Project Description: This project will demolish a deteriorated municipal building and construct a two-level public parking structure at 1204 Purchase Street, providing approximately 238 parking spaces, including ADA-accessible spaces. Located between downtown New Bedford, the working waterfront, and the Whale's Tooth MBTA Commuter Rail Station, the facility will support the rapidly growing Innovation District. This project is a valuable use of taxpayer funds because it will create the parking capacity necessary to allow construction of new housing units, including affordable units, and will support the economic growth of the City’s innovation district.

This project will yield significant co-benefits for the Plymouth community that will impact environmental, economic, and social aspects in the downtown area. This project is an appropriate use of taxpayer funds because it will improve surface water flood mitigation, water quality improvement, water cycle regulation, groundwater recharge, soil quality improvement and erosion prevention, air quality improvements, noise regulation, biodiversity, pollination habitat, carbon sequestration, environmental health, recreational amenities, spiritual/artistic value, job creation, energy savings, income generation, increased property values, and increased tourism in downtown Plymouth.

The Hub will attract individuals eager to explore America’s foundational documents and the evolving spirit of our nation. This project is an appropriate use of taxpayer funds because it advances HUD’s Community Development objectives by creating a year-round civic education and community engagement center that strengthens economic opportunity, workforce development, and public participation in democratic institutions for residents of Cape Cod and surrounding communities, and, beyond the educational mission, the Civic Hub would function as a regional destination that strengthens Hyannis as the civic and cultural center of Barnstable County, increasing year-round visitation and economic activity in downtown Hyannis.

Project Description: The funds will be used by the Mashpee Wampanoag Tibe to repair and improve their aging tribal center by replacing a faulty HVAC system and remediating any mold that resulted from the faulty system, repairing the roof of the center, replacing the generator system that is used when the center is activated as an emergency shelter, parking lot improvements, and a number of other small repairs to the facility. This project is an appropriate use of taxpayer funds because it serves the Tribal community who are among the 9th District’s most at-need residents for the social services provided within the center as well as the community at large when activated as a storm shelter.
