Community Project Funding

Thank you for your interest in the Fiscal Year 2025 Community Project Funding program!

We have seen great benefits across the country and here in the 9th Congressional District since the introduction of the CPF program in 2022, and it has been a pleasure learning about the work of the numerous organizations who have applied over the past three funding cycles. I am excited to once again engage in this process to benefit the people of Southeastern Massachusetts.

The CPF Program is a competitive process – each Member of Congress is given the opportunity to submit a finite number of requests, also known as earmarks, to the Committee for consideration. Final project selections and funding amounts are at the discretion of the Committee chair, and submission of a project to Committee does not guarantee funding. For these reasons, it is imperative that you submit the most complete and robust application possible for review by my office and by committee staff.

Please note that funding cannot be directed to for-profit entities, memorials, museums, or commemoratives (i.e., projects named for an individual or entity), and there will be no waivers for State or local match requirements. While matching funds do not have to be in-hand prior to the request, requesting entities must have a plan to meet such requirements for the project to be viable. Additionally, each submission must be for FY25 only and cannot include multiyear funding requests. There were changes in eligible accounts for the CPF program starting in Fiscal Year 2024, and while I was disappointed that Republican leadership removed Labor, Health and Human Services and Education accounts last year, I encourage you to submit these requests to Senators Markey and Warren and provide information to our office so we can prepare a letter of support.

As we await FY25 guidance from the House Committee on Appropriations, all guidance refers to the Fiscal Year 2024 process and available accounts and requirements are subject to change. Please be sure to check back at this page for updates before submitting your statement of interest or final application for consideration.

My office is accepting statements of interest for the FY25 CPF process until 5:00PM on Friday, April 19, 2024. My staff will review applications on a rolling basis and contact you with any questions. A statement of interest is not required in order to apply for a CPF through our office, but is recommended to ensure that staff has ample time to familiarize themselves with your project prior to the short application and decision window.

FY2025 Community Funding Application Process for MA09:

  • Statement of Interest | Deadline 4/19/24
    • The Statement of Interest form is available at this link and asks some basic questions about your project.
  • Formal CPF Application | Not Yet Available
    • The formal application for Community Project Funding will be published on this page as soon as final guidance for the FY2025 process is issued by the Appropriations Committee. We anticipate that the window for submitting a final application will be very short and encourage you to prepare as much information and documentation ahead of time as possible. We will send an email notification to all organizations that submit a statement of interest with a link to the application when it becomes available. 
    • All applicants must provide a detailed project cover letter and at least two statements of support
    • Non-Profit Organizations will be required to submit a copy of their IRS determination letter as well as a copy of their most recent IRS Form 990, Massachusetts Form PC, or public annual report.
  • Internal Review & Selection
    • Congressman Keating and staff will evaluate projects for eligibility and seek advice from Appropriations Committee staff as time allows. Clarifications may be sought from grant applicants, and a final determination will made as to which projects will be submitted to Committee.
  • Appropriations Review
    • Subcommittee staff will review the final submitted projects and determine eligibility and final funding amounts to be put forward as part of the FY25 budget process. All final decisions on CPF grants are made at the discretion of the Chair of the Committee, not by Congressman Keating.
